The Dominion of Hapilopper is a massive, safe nation, ruled by William Mathis with an even hand, and notable for its state-planned economy, unlimited-speed roads, and complete lack of prisons. The compassionate, democratic, cheerful population of 235 million Hapiloppians have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The medium-sized government juggles the competing demands of Education, Healthcare, and Industry. It meets to discuss matters of state in the capital city of Hapilopper City. The average income tax rate is 84.3%, and even higher for the wealthy.

The frighteningly efficient Hapiloppian economy, worth 488 trillion dollars a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. The industrial sector, which is broadly diversified, is led by the Tourism industry, with major contributions from Information Technology, Retail, and Book Publishing. Hapilopper gained independence from the neighboring nation of Wreckeria in 1779 with the assistance of five individuals popularly known as Hapilopper's "Five Founders": Hank Anderson, Peter Idleman, Larry Olmstead, Patrick Parsons and Edwin Reasoner. The name "Hapilopper" comes from the initials of the five founders, who were members of the Wreckerian parliament before leading a breakaway movement from that existing nation. The nation, located in Atlantian Oceania, largely kept to itself for most of its existence before Hapiloppian sports figures made their debut on the international stage.
